THE WORLD BANK SMART GOVERNMENT PROJECT-DATA PRODUCTION CAPACITY OF NATIONAL STATISTICAL OFFICE OF MONGOLIA

 

Upon the request of the Government of Mongolia the International Development Association provided assistance in the form of IDA financing to support implementation of Smart Government Project. The project is structured along four areas; a) enhancing civic engagement and citizen feedback mechanism; b) enabling foundation for Smart government; c) enabling open data; d) project implementation support. The beneficiary agencies include the Cabinet Secretariat (CS), Information technology, postal and telecommunication authority (ITPTA), National Statistical Office (NSO). The component 3: Enabling open data will help develop a vibrant open data system defined by a sustainable pipeline of high quality data, continuous engagement with user communities and demand-driven and innovative co-creation. The support will enable the Government of Mongolia to invest in both the supply and reuse of open data in a comprehensive manner and have two subcomponents a) design and implementation of an Open Data initiative and b) data production capabilities of NSO.

NSO is now receiving the applications for the following consultants’ positions:

  • Local experts to support development of Data production system in NSO (2 consultants-Information technology and Statistics);
  • Consultant's service on reviewing and strengthening of legal environment of NSO.

 

  1. National consultant’s service on improving data production system of the National Statistical  Office of Mongolia (IT Specialist)

The objective of this consultant’s service is to contribute to the efforts of NSO to establish the standardized, cost-efficient and well-coordinated data production processes and systems and assist the technical advisory company-AAM management information consulting Ltd in its service for modernizing the statistical data production system of NSO. Specific objectives are as below:

  • Map the existing IT system and infrastructure to establish a standardized modern statistical production structure; 
  • Contribute to the development of a roadmap for Mongolian SBPM and data production system modernization in order to enable open data.

The consultant shall be a Mongolian citizen. The consultant shall be an individual person meeting the following qualification criteria:

  • Masters degree in Information Technology/Software Development/Science or related field;
  • At least 5 years of experience in the relevant field of assignment;
  • Knowledge of Enterprise Architecture frameworks (e.g. TOGAF) ;
  • Knowledge  and experience with Unified Modelling Language (UML), statistical IT systems (SAS, SPSS, etc.) and statistical development trends (GSBPM, GSIM, SDMX, CSPA, Big data, open data, data revolution) is an advantage;
  • Knowledge and experience with IT Governance, IT Security standards (COBIT / ISO 27001, 27002)
  • Excellent oral and written communications in English and Mongolian;
  • Ability to work under pressure and meet deadlines.
  1. National consultant’s service on statistical business processes and production system of the National Statistical Office of Mongolia (Statistics specialist)

The objective of the consultant’s service is to contribute to NSO’s efforts to establish the standardized, cost-efficient and well-coordinated production processes and statistical metadata systems and assist the technical advisory company-AAM management information consulting Ltd in its service for modernizing the statistical data production system of the NSO.

Specific objectives are as below:

  • Map the existing processes according to the GSBPM and draft Mongolian SBPM;
  • Work with AAM on developing a roadmap for Mongolian SBPM and establishment of a standardized statistical production structure.

The consultant shall be a Mongolian citizen. The consultant shall be an individual person meeting the following qualification criteria:

  • Master’s degree in Economics/Econometrics/Statistics or related field
  • Knowledge and experience with business process modelling (BPMN, BPEL) and statistical business processes  (GSBPM);
  • Knowledge of Change Management methods is an advantage;
  • Good command of English and Mongolian;
  • Ability to work under pressure and meet deadlines.

It is expected that both consultant start working 5 September 2016 and complete the work by 1 March 2017.

  1. National consultant’s service to review and strengthen the legal environment of the National Statistical Office of Mongolia

The objectives of the consultant’s service are to improve the legal framework for functions of the national statistical system and its central and subnational authorities. To this end, the following specific tasks are to be carried out:

  • Assess the legal framework for statistics;
  • Draft renewed LS of Mongolia and related documents.

The consultant shall be a Mongolian citizen. The consultant shall be an individual person meeting the following qualification criteria:

  • At least Master’s degree in Law;
  • Strong analytical and research skills  and preference will be given to legal and policy analysis;
  • At least 5 years’ experience as a lawyer and on reviewing and developing  legal and regulatory documents;
  • Experience of working with multiple stakeholders including the Government;
  • Outstanding interpersonal skills, teamwork, and competency to work under time pressure and accomplish multiple tasks;
  • Excellent proficiency in English and Mongolian languages. 

 

This is the short assignment to be completed within 3 months starting on 5 September 2016.
